Advancing social, economic, racial equity and justice for the Latina/o community and the Los Angeles region through power building and policy advocacy.

Addressing Civic Deserts in Los Angeles

Our 2024 Voter Outreach Program engages Latina/o “high opportunity voters” who reside in Los Angeles County civic deserts, previously referred to as low-propensity voters. ABC is adopting this new terminology to reflect our belief in their untapped potential to shape the future of our country. High opportunity  voters are individuals who, despite being registered to vote, often abstain from participating.

Los Angeles County has nine civic deserts, areas known for their historically low voter turnout, and Latinas/os are overrepresented within these civic deserts. Through our 2024 program, using a promotora/promotores (peer to peer) model, ABC will increase voter education and participation on propositions, incoming elections, and build the political infrastructure in Latina/o communities. We empower and activate these voters to ensure their voices are heard.

Latinas/os are overrepresented in civic deserts: over 70% of the population in areas identified as civic deserts identify as Latina/o, relative to 48% for LA County overall. Since 2022, ABC has knocked 111,964 doors and have contacted 21,242 voters in the SELA Region!
